Hubungan Malaysia-Amerika Syarikat semakin mesra

WASHINGTON, 28 Feb — Perhubungan Malaysia-Amerika Syarikat yang agak dingin kini semakin mesra dengan perubahan dasar luar Malaysia terhadap negara itu di bawah pimpinan Perdana Menteri Datuk Seri Najib Tun Razak, kata Datuk Seri Mohamed Nazri Tan Sri Abdul Aziz.

Menteri di Jabatan Perdana Menteri berkata usaha kerajaan Malaysia untuk berbaik-baik dengan Amerika Syarikat telahpun diketahui oleh kerajaan Amerika dan dapat dirasai oleh pegawai kerajaan, ahli kongres dan senator negara itu yang ditemuinya di sini.

Nazri yang memimpin Anggota Parlimen dari Malaysia untuk lawatan kerja lima hari ke sini sejak Selasa, berkata pertemuan dengan pegawai-pegawai kanan Amerika Syarikat dan ahli-ahli kongres dan senator berkisar kepada isu-isu kawalan eksport, rundingan perjanjian perdagangan bebas Malaysia-Amerika (FTA), dan melawan keganasan.

Malah pertemuannya dengan Timbalan Wakil Perdagangan Amerika Demterios Marantis, Senator Kitt Bond dan ahli Kongres Eni Faleomavaega ( Samoa Amerika) yang juga Chairman of the House Foreign Affairs Subcommitte on Asia, the Pacific and the Global Environment,” jelas menunjukkan kesemua mereka menghargai kehadiran kami di sini,” katanya kepada Bernama di sini Sabtu.

Beliau berkata usaha sudah bermula untuk memulihkan semula hubungan Amerika-Malaysia dengan kerjasama ahli kongres Eni dan Duta Besar Malaysia ke Amerika Syarikat Datuk Seri Dr Jamaludin Jarjis.

“Insyallah apabila Perdana Menteri (Datuk Seri Najib Razak) datang pada bulan April nanti maka kita boleh lancar semula kaukus Malaysia-Amerika ini.

“Kaukus ini telah wujud lama, 10 tahun lebih. Oleh kerana tidak bergerak jelas menunjukkan hubungan yang tidak rapat di masa lepas,” katanya.

Beliau berkata dengan adanya kaukus itu, yang merupakan satu platform untuk kedua-dua merapatkan hubungan, “kita boleh ada perancangan dan program-program tertentu melibatkan ahli kongres dan ahli Parlimen kedua buah negara.”

Delegasi parlimen itu terdiri daripada Timbalan Speaker Dewan Rakyat, Ronald Kiandee, Datuk Haji Tajuddin Abdul Rahman (Pasir Salak), Wee Choo Keong (Wangsa Maju) dan Ketua Pentadbir Parlimen Datuk Kamaruddin Mohamed Baria.

Nazri berkata beliau turut menjemput Peguam Negara Tan Sri Abdul Gani Patail dan bekas ketua hakim negara Tun Abdul Hamid Mohamed yang kini pengerusi anggota lembaga penasihat Suruhanjaya Pencegahan Rasuah Malaysia untuk ke Washington bagi mengambil bahagian dalam seminar anjuran “Center for Strategic and International Studies (CSIS) bertajuk “Governance and Rule of Law and Malaysian Legislative Initiatives”.

Ini adalah kerana mereka kebetulan berada di Uruguay untuk menyiasat kes kehilangan dua jet enjin Tentera Udara Diraja Malaysia yang turut melibatkan kes rasuah, katanya.

Menyentuh mengenai dakwaan penulis blog Malaysia yang mendakwa kerajaan membayar US$20 juta (RM67.3 juta) kepada pelobi di Washington untuk membersihkan imej Malaysia yang kononnya tercemar akibat kes perbicaraan Penasihat Parti Keadilan Rakyat (PKR) Datuk Seri Anwar Ibrahim, Nazri menafikan dakwaan tersebut dan berkata lawatan itu menggunakan peruntukan yang diberikan kerajaan kepada pejabatnya serta Anggota Parlimen.

“Saya tidak tahu dari mana datang jumlah US$20 juta ni!. Ini tuduhan liar dan tuduhan yang dibuat oleh pembangkang. Malah tak ada keperluan untuk membersihkan imej Malaysia,” katanya.

Beliau berkata isu Anwar langsung tidak dibangkitkan dalam perbincangannya dengan para pegawai, ahli kongres and senator Amerika Syarikat.

“Isu Anwar cuma dibangkitkan dalam seminar itu sebagai satu soalan yang dibangktikan oleh seorang NGO (badan bukan kerajaan), dan saya juga tak berminat nak bercakap tentang kesnya sebab kesnya terlalu kecil untuk menjejaskan hubungan dengan Amerika. Takkanlah sebab satu individu itu akan menjejaskan hubungan kita,” tegasnya.

“Kita tahu di Malaysia dia (Anwar) cuba hendak gugurkan tuduhan terhadapnya di mahkamah dan minta Parlimen bersidang mencampuri urusan kehakiman – yang merupakan prinsip yang penting ialah kebebasan kehakiman,legislatif dan eksekutif,” katanya.

“Bila dia (Anwar) nak didakwa di mahkamah, dia suruh kita pulak legislative campur tangan dan menuntut Lim Kit Siang supaya diadakan sidang Parlimen khas. Kita tak akan campur tangan urusan mahkamah,” kata Nazri

Hari ini teman membaca wawancara Harakah dengan Tan Sri Khalid Ibrahim mengenai falsafah kerajaan negeri untuk 'merakyatkan ekonomi Selangor". Kalau nak tau, gi beli Harakah dan baca sendiri.

Di bawah ini adalah tulisan Dinsman minggu lalu mengenai intipati wawancara tersebut yang diadakan sebelum ini.

Teman biasa sangat mendengar rungutan yang macam2 tentang MB kita ni. Yang paling popular ialah dia kuku besi, tokoh koperat tapi politik dungu, masih simpan orang UMNO, tak tau agama dan macam2 lagi.

Rungutan2 sebegini teman tak pernah nak jawab sebab yang merungut sebebenonye ada inferiority complex. Jenis2 Zahrain dan Zulbabwe. Salahnya diri sendiri kerana tak boleh nak mendatangkan hujah atau mati dalam kotak pemikiran kita yang sempit. Kalau dah tau boss macam tu, kenalah kita buat homework sikit.

Selangor adalah prority utama BN untuk merampasnya kembali dalam PRU13 akan datang. Kalau dalam Pakatan Rakyat sendiri, bak kata Dinsman ada yang yang komplen... payahlah. Khalid main bola yang lain main ragbi. Tak payah kerja kuatlah BN kalau macam tu. Yang penting kukuhkan Pakatan Rakyat.

Mungkin Tan Sri Khalid kena buat sedikit adjustment di sana sini, sebagaimana dia sendiri mengaku dia bukan perfect. Insya'Allah...kalau kita bersatu hati, Selangor akan kekal di tangan Pakatan Rakyat.

MB Khalid - Sisi lain dari ketokohan..

Selepas lebih satu jam bersama dengan Tan Sri Khalid Ibrahim dalam satu sesi wawancara untuk Harakah, 22 Februari, di tingkat 21 bangunan SUK, Shah Alam, saya fikir ada banyak perkara lagi mengenai beliau dan dasar serta pendekatan pentadbirannya yang patut dan perlu diketahui oleh rakyat Malaysia, khasnya rakyat Selangor.

Ada beberapa sebab mengapa saya kata begitu. Pertama, sebelum ini saya kerap juga mendengar orang merungut atau komplen tidak bersetuju dengan cara dan pendekatan pentadbiran yang dijalankan oleh beliau selaku Menteri Besar Selangor. Dan rungutan serta komplen yang saya dengar itu bukannya daripada mulut orang Umno/BN atau mulut orang kampung di Sabak Bernam atau di Dengkil, tetapi daripada mulut orang yang ada jawatan dalam kerajaan dan dalam parti KeAdilan sendiri.

Kata mereka Tan Sri Khalid cuba membawa cara pentadbiran korporat ke dalam pentadbiran kerajaan negeri. “Dia nak buat kerajaan Selangor macam dia pernah buat dengan syarikat Guthrie dia dulu, mana boleh! Ini politik, kenalah buat cara politik,” kata mereka.
Sesi wawancara petang itu saya mulakan dengan soalan: “Merakyatkan Ekonomi Selangor –mengapa pada mula-mula dulu Tan Sri memilih tema ini untuk dijadikan dasar bagi pentadbiran Tan Sri?”

Wah, rupa-rupanya soalan itu telah menjentik sesuatu yang dasar pula dalam pemikiran beliau. Konsep dan pemikiran mengenai “Merakyatkan Ekonomi Selangor” itu rupa-rupanya bukan satu perkara baru, yang baru difikirkannya apabila menjadi Menteri Besar atau sewaktu pilihanraya umum 2008. Konsep itu sudah lama berada dalam fikirannya. Tahun 2006 lagi dia pernah membentangkan sebuah kertaskerja mengenai tajuk itu.

Dan ketika dia menghuraikan pemikiran serta falsafah di belakang konsep itu, jelas dapat saya fahami bahawa “Merakyatkan Ekonomi Selangor” itu bukan sekadar suatu konsep, apatahlagi suatu slogan, tetapi ia suatu perancangan yang lengkap dengan program-program pelaksanaan (jangka panjang dan jangka pendek) yang dibinanya berdasarkan pengalaman penglibatannya dalam program membantu Bumiputra melalui PNB dan Amanah Saham Nasional (ASN) serta Dasar Ekonomi Baru (DEB).

Konsep “merakyatkan” itu sendiri bagi Tan Sri Khalid bukanlah sesuatu yang baru, kerana itu sebenarnya adalah konsep yang pernah digunapakai olehnya sewaktu melaksanakan program Amanah Saham dahulu lagi. Jadi apa yang dilakukannya sekarang adalah melaksana-kan versi baru yang telah diuji dan dikemaskini, sesuai dengan persekitaran yang baru.

Ini adalah perancangan atau plan yang dibina semula dengan mengambilkira kelemahan dan kegagalan yang dialami dalam PNB, ASN dan DEB. Atau ia boleh juga dilihat sebagai suatu teori pembangunan yang diformulasi bagi menjawab kelemahan dan masalah yang pernah dialami dalam dasar-dasar pembangunan terdahulu.

Sewaktu membuat huraian itu beliau mengaku yang beliau jarang menghuraikan pemikirannya itu, kerana orang susah memahaminya. “Ia mesti dilaksanakan,” tegasnya. “Orang akan memahaminya apabila ia dilaksanakan.”

Seperti saya selalu tulis mengenai kelainan dan keistimewaan dalam pentadbiran Tok Guru Nik Aziz di Kelantan, saya kira TS Khalid juga mempunyai kelainan dan keistimewaan tersendiri, yang setelah hampir genap dua tahun usia kepimpinannya di Selangor, beberapa perkara daripada program pembangunan ekonomi yang dilaksanakannya telah menunjukkan bukti kejayaannya.

Saya percaya kawan-kawan saya yang berkenaan itu akan perli saya kalau mereka baca kolum ini. Mungkin mereka kata saya sengaja nak puji TS Khalid kerana sesuatu sebab. Sebenarnya tak ada sebab apa-apa pun. Memang saya terasa begitu. Bukan saya seorang. Kawan saya Kassim pun sama. Ada banyak perkara yang orang (dan kita) kurang memahami dia.

Kata Kassim, “Kalau rakyat Selangor faham dan tahu apa yang nak dibuat oleh TS Khalid, Umno/BN tak mungkin boleh ambil Selangor lagi.”

Tak mengapalah itu. Kemudian, tidak kurang menariknya ialah perbualan kami sewaktu menjamu selera selepas selesai sesi wawancara itu. Saya inginkan kepastian terhadap maklumat yang pernah saya dengar bahawa TS Khalid pernah membuat kajian mengenai Umar Abdul Aziz.

Nah, memang betul. Dan itu pun suatu subjek yang sangat menarik minatnya. Mengapa tidak! Mengimbau kembali zaman di Universiti Oxford dengan sesi-sesi perbincangan yang bebas tanpa sebarang sekatan dan syarat-syarat seperti yang dikenakan ke atas universiti-universiti kita di sini.

Dan ketika dia bercerita tentang kajiannya terhadap Umar Abdul Aziz dan pentadbirannya yang sesingkat hanya dua tahun itu namun berjaya mengatasi masalah kemiskinan di negaranya dan macam-macam keistimewaan lagi itu, saya cuba menghubungkannya dengan pemikiran TS Khalid tadi, di dalam perancangan dan formula “Merakyatkan Ekonomi Selangor” itu. Tentunya di sana sini terselit juga pemikiran yang diambilnya dari hasil kajiannya terhadap pentadbiran Umar Abdul Aziz itu.

(Sebenarnya kajian TS Khalid ialah mengenai perbandingan antara dua Umar, iaitu Umar al-Khattab dan Umar Abdul Aziz).

Maaflah kawan-kawan! Petang itu saya melihat satu sisi lain lagi pada TS Khalid, selain dari ketokohannya dalam bidang pengurusan korporat, dan kini sebagai tokoh politik (Menteri Besar). Saya melihat sisi intelektual dari tokoh pimpinan baru ini. Perbincangan kami petang itu pun persis perbincangan intelektual. Maka saya mencadangkan supaya diadakan satu sesi khas untuk beliau menyampaikan kuliah mengenai kecemerlangan pentadbiran Umar Abdul Aziz.

“Lim Guan Eng mesti datang untuk dengar kuliah ini,” kata saya, disambut ketawa mereka yang hadir. Dan saya gembira kerana TS Khalid seakan-akan bersetuju dengan cadangan saya itu. Dan saya pasti akan buat follow-up perkara ini, kerana saya fikir ia sesuatu yang perlu dilakukan.

Oh ya, bagi pihak kawan-kawan saya pun bertanya kepada TS Khalid, mengapa dia mengekalkan ramai CEO lama yang kebanyakannya kroni Umno di dalam syarikat-syarikat GLC milik kerajaan negeri Selangor. Kenapa tidak ditukarkan dengan “orang-orang kita”? Jawapannya – sila tunggu Harakah keluaran akan datang.

Leaders Chelsea slump to 4-2 home defeat against City

LONDON, Feb 27 — Manchester City sent Chelsea crashing to a 4-2 defeat to end their 37-match unbeaten record at Stamford Bridge and dent their Premier League title hopes tonight.

The leaders, beaten at home for the first time in all competitions since November 2008, finished with nine men after having Juliano Belletti and Michael Ballack sent off late in the second half.

City climbed from fifth to fourth place after two goals from Carlos Tevez, one from the penalty spot, and two from Craig Bellamy after Frank Lampard opened the scoring for Chelsea.

Lampard scored a second for Chelsea from a penalty as the match moved into stoppage time.

Chelsea are top with 61 points from 28 matches, one point more than Manchester United, who are without a league game this weekend as they play Aston Villa in the League Cup final at Wembley Stadium tomorrow.

The pre-match build-up was dominated by the first meeting between former Chelsea team mates John Terry and City’s Wayne Bridge, since they became the focus of media attention following allegations that Terry had an extra-marital affair with Bridge’s former girlfriend.

Bridge refused to shake Terry’s hand in the customary pre-match greeting ritual between the two teams, but had a hand in creating Tevez’s first goal and ended the afternoon by far the happier of the two men.

Four other matches were being played on Saturday including third-placed Arsenal’s visit to Stoke City.

Zaid Ibrahim: Tindakan Ala "Thaksin" Akan Diambil Jika Pakatan Rakyat Memerintah...

Harap Ku Li dapat menerima "rational" tulisan Zaid Ibrahim dan mengambil tindakan segera "membakulsampahkan" UMNO Baru...

Saya tertarik dengan kenyataan Tengku Razaleigh bahawa beliau masih setia kepada prinsip dan perjuangan UMNO. Hati saya berkata mungkin beliau maksudkan perjuangan dan “legacy” zaman Tunku Abdul Rahmand, Tun Razak dan Tun Dr Ismail. Kita semua tahu tak ada prinsip dan “legacy” UMNO Baru yang perlu Ku Li bela dan pertahankan. Malah dari kenyataan umum yang dibuat oleh Ku Li kebelakangan ini, banyak dasar kerajaan Barisan Nasional dibidas oleh Ku Li. Malah rasanya tak ada satu pun dasar UMNO hari ini yang Ku Li pertahankan sekarang. Jadi agak terkejut bila saya dengar Ku Li masih setia kepada perjuangan UMNO. Tapi siapalah saya nak mempersoalkan pendirian orang lain.

Yang saya nak utarakan hari ini ialah tentang UMNO Baru. Sebenarnya semasa UMNO Lama diharamkan dan ditutup oleh Dr Mahathir pada tahun 1987, Ku Li tidak dibenarkan masuk parti baru itu. Itu arahan Che Det. Kita tak boleh lupa dengan tindakan Pendaftar Pertubuhan yang telah meluluskan UMNO Baru sebagai pengganti UMNO Lama. Kita tak harus lupa dengan keputusan Pendfatar Pertubuhan yang telah membolehkan UMNO Baru mengambil alih semua aset dan harta UMNO 1946 dan tidak membenarkan pemimpin kanan parti seperti Tengku Razaleigh dan Allahyarham Tunku Abdul Rahman menjadi ahli. Satu tindakan yang tidak bermaruah, salah dan tidak sah.

Tapi inilah budaya politik UMNO Baru. Ketepikan pemimpin sah yang mempunyai ramai pengikut dan tak perlu ikut undang-undang. Maka apakah sah sebenarnya UMNO Baru ini? Anak-anak muda yang berminat dengan politik hari ini mesti menyedari perkara ini. Jangan kita mudah lupa sejarah. InsyaAllah, bila Pakatan Rakyat diberi mandat opleh rakyat nanti, kita akan kaji semula semua ini.

Jadi kalau Ku Li nak tahu sama ada UMNO Baru ini sah, dan harta-harta yang diambil dari UMNO Lama itu sah; dan sama ada harta-harta yang diberi kepada kroni-kroni oleh pemimpin atasan UMNO Baru itu pun sah; Ku Li mestilah membantu perjuangan Pakatan Rakyat.

Kes saya dengan jaguh wartawan A Kadir Jasin yang terkenal sebagai orang yang memuja Dr Mahathir mungkin dapat memberi gambaran tentang ke mana perginya harta UMNO Lama. Kadir telah menuduh saya menjadi “orang perantaraan” dalam pembahagian harta itu kepada UMNO Baru dan orang orang tertentu. Lalu Kadir tuduh saya jadi kaya-raya. Kita tunggu drama ini di Mahkamah dan lihat siapa sebenarnya yang dapat harta-harta itu dan siapa pula yang jadi “orang perantaraan” yang sebenar.

Tapi lebih seronok lagi kalau rakyat memberi mandat kepada Pakatan Rakyat . Di bawah Pakatan Rakyat, kehakiman dan undang-undang akan dijamin adil dan saksama. Satu Suruhanjaya bebas akan kita bentuk untuk menyiasat semua penyelawengan . Kalau harta bekas perdana menteri Thailand Thaksin Shinawatra yang diperolehi secara haram di zaman pemeneritahannya boleh diambil tindakan oleh kerajaan Thailand sekarang, mengapa tidak di Malaysia suatu hari nanti?

Sekitar Sambutan Maulidur Rasul 1431H di Masjid Bukit Indah

Sambutan Maulidur Rasul 1431H peringkat MBI telah berlangsung dengan jayanya semalam. Alhamdulillah.

Tiada perarakan kali ini namun sambutan diteruskan dengan dilebihkan kepada penyertaan kanak-kanak. Terimakasih dan tahniah kepada pengetua-pengetua, guru-guru dan pelajar-pelajar sekolah di sekitar Taman Bukit Indah (SMKBI, SKTBI dan SMA Ilmi) kerana iltizam dan kesungguhan untuk menjayakan program ini.

Tidak lupa juga kepada AJK masjid yang diketuai oleh Tuan Nazir, Al-Fadhil Ustaz Shukri Harun dan Dato' Mohamed Nazir. Special mention to Saudara Halim, the 2 Ghanis, Hj. Ghazali, Puan Rofiah dan Izzudin kerana usaha keras masing2.

Kepada Lobaiman, terimakasih atas sumbangan gambor2 di bawah ini. [Nasib baik miker bawak bateri yer]!

Program yang dimulakan sejak jam 4.30 pagi sentiasa mendapat sambutan yang membanggakan sehinggalah tamat kira-kira jam 11.00 malam dengan hidangan briyani kambing dalam dulang. Yang pasti lepas ni seminggu teman kena puasa makan kambing...lain2 ok!!

Insya'Allah pada tahun hadapan, kita akan meneruskan kelainan ini dengan menambah beberapa program yang dapat memenuhi citarasa penduduk Masjid Bukit Indah. Antaranya ialah mengadakan pertandingan melukis kartun dengan menjemput Zunar and the gang sebagai tetamu khas. Kenapa Zunar? Kerana Zunar terkenal dengan keberaniannya menegakkan kebenaran dan sesungguhnya kebenaran dan kedilan adalah salah satu tuntutan Islam. Allahuakbar!!

Mungkin juga kita akan mengadakan hari atau malam "Kesenian Islam" dengan menjemput artis seperti Ramli Sarip, Rabbani dan lain-lain.

Umno leaders question Ku Li’s ‘immunity’ on oil royalty

KUALA LUMPUR, Feb 27 — Some Umno supreme council members openly grumbled at their meeting two days ago that Tengku Razaleigh Hamzah appears to have ‘immunity’ to dispute the federal government’s stand on oil royalty for Kelantan, and recommended action against the party veteran.

The Malaysian Insider understands some supreme council members want action against the Kelantan prince and have, for the first time, asked the party rank-and-file to provide feedback against the long-serving Gua Musang MP.

“There was proposal for action against Tengku Razaleigh... but it wasn’t a proposal for strict action,” an Umno supreme council member told The Malaysian Insider on condition of anonymity.

“There was also the view questioning the inaction against Tengku Razaleigh when the party had used to take strict against members who act against party policies,” another supreme council member said.

But both said issues related to the politician popularly known as Ku Li was not the main agenda at the Thursday night meeting. The founding Petronas chairman had insisted Kelantan was entitled to the 5 per cent royalty but the federal government said no, as Petronas was extracting oil and gas beyond the state’s territorial waters.

“They touched on it but it wasn’t the main discussion,” one of them said, referring to the roiling debate over oil royalty demanded by the PAS-ruled Kelantan government.

“Some members felt the issue should be handled carefully,” he added, saying this is due to the Gua Musang MP’s position as he is a party veteran and not just an ordinary member.

On Thursday night, Umno president Datuk Seri Najib Razak said any potential action against Razaleigh would be taken after getting feedback from party members. “We want to hear from the members first,” the prime minister said.

A few hours before the supreme council meeting, Umno deputy president Tan Sri Muhyiddin Yassin reiterated he was surprised at Razaleigh’s statement which was not in line with the federal government’s decision and explanation about the oil royalty for Kelantan.

Muhyiddin had once said Razaleigh should openly state his stand on the issue. Apart from the deputy prime minister, other members and leaders particularly from Kelantan have urged the Kelantan prince to quit his Gua Musang parliamentary seat while asking the party to punish him.

It is understood that the Umno management committee chaired by Muhyiddin has yet to discuss the issue that has festered in the past few months.

Umno executive secretary Datuk Abdul Rauf Yusoh told The Malaysian Insider that the party will not set a time-frame for members to give their feedback on Razaleigh’s stand.

“Any members or the branches can send in their opinions... we will not set a time-frame. The branches can send to the divisions, divisions can send to state liaison committees and onwards to the headquarters,” said Abdul Rauf.

He said all views will be considered by the party’s top leadership, reiterating the views can be submitted at any time and not just during the annual meetings for branches between May 1 and June 15.

Razaleigh, who has been in the limelight over the issue since the Pakatan Rakyat offered him to lead a caucus on the oil royalty last November, has said he will leave it to Umno to decide on his punishment, which includes being sacked from the party if they find him guilty of any offence over the issue

Blogger Kickdefella menghentam habis2an TGNA dalam tulisannya yang terakhir bertajuk "Alasan Derhaka Alasan Lapuk." Rasanya bukan sebab TGNA tak melawat Al-Sultan yang menjadi target utama tetapi serangan kepada Nik Abduh dan Ariff Fahmy dan sekaligus cuba menggambarkan TGNA sebagai tokoh yang 'tidak bersih' menjadi motif beliau.

Teman tak pedulilah kalau dia nak hentam Nik Abduh atau Ariff Fahmy kerana kedua2nya boleh menjawab sendiri 'dosa" masing-masing. Lantak dia oranglah kalau nak lingkup jika mereka melakukannya. Kenapa nak kaitkan ini dengan TGNA? Kita bukan penganut agama kristian yang percaya kepada konsep 'original sin.' Dosa anak, mak bapak nak tanggung. Lagipun kedua-duanya sudah terpelanting dari politik Kelantan.

Nik Abduhpun dalam beberapa hal berbaza pendapat dengan bapanya. Cuba baca kisah mi celup (kerja bodoh orang PAS) yang kontroversi tu. Dalam kenyataan TGNA kepada Malaysiakini, beliau pernah mengatakan anak2nya kena belajar sendiri soal politik.... menunjukkan beliau seorang yang bebas pemikirannya. Jadi kenapa nak kaitkan benda yang tak ada kena mengena?

Tak apalah itu pendapat Kickdefella...

Namun satu perkara yang kita semua kena faham ialah, sekarang ini institusi raja di Kelantan diketuai dan di"administer" oleh Tengku Mahkota. Sehinggalah DYMM Al-Sultan mengubah titahnya, MB kena berurusan dengan Tengku Mahkota yang bertugas sebagai Pemangku Sultan.

Kickdefella sendiri mengatakan setakat ini YB Husam kerap mengadap baginda...mungkin beliau ditugaskan atas arahan MB dan kerajaan negeri...sapa tau? Janganlah jadi jaguh sangat untuk tujuan melaga2. Bukankah statement seperti ini sebenarnya menyusahkan YB Husam sendiri?

PETALING JAYA: The Royal Malaysian Air Force (RMAF) Sukhoi Su-30MKM simulator system is expected to be operational by May.

The system was supposed to be commissioned this month but defence industry sources told The Malay Mail it was not ready.

Last December, HeiTech Padu Bhd president Safiee Mohammad had said the simulator, which includes two high-fidelity Tactical Operational Flight Trainers (TOFT) and computer-based trainer (CBT), would be operational by this month.

Attempts to contact Safiee to clarify the delay were unsuccessful. HeiTech developed the simulator with input from the Sukhoi Design Bureau, the designer of the 30MKM and Irkut planes.

Defence industry sources said Russian engineers would arrive next month to install the system to be housed at a specially designed complex at the Gong Kedak air base where the Sukhoi squadron is based.

“If the trials go well, the simulator is expected to be commissioned by May,” a source said.

The TOFT was developed for full mission training using the Distributed Mission Training concept. This will allow the training mission to be done using more than one simulated aircraft simultaneously.

The RMAF has taken delivery of 18 Sukhoi Su-30MKM aircraft that were procured in 1999 for RM3.4 billion.

On Dec 14 , 2006, HeiTech announced it had signed an agreement with the Malaysian government to design and build the flight simulator for the Sukhoi SU-30MKM for RMAF. The value of the 13-year contract is RM258 million.

Ex-PKR man Zahrain defends govt’s Washington talk

KUALA LUMPUR, Feb 26 — Newly-independent MP Datuk Zahrain Hashim (picture) today backed the federal government which has come under attack over a recent seminar organised by a lobby group in Washington DC two days ago.

The federal lawmaker for Bayan Baru, who quit PKR earlier this month, was part of a Malaysian government delegation present in the US capital for a “Governance and Rule of Law” seminar organised by an American lobby group, the Center for Strategic and International Studies (CSIS) with the support of Malaysian Ambassador Datuk Jamaluddin Jarjis.

“The main aim of the delegation was to inform them about the shift in foreign policy of the Malaysian government towards the USA and I think YB Nazri and the ambassador JJ did a good job contrary to what was said in Malaysia Today,” Zahrain said, referring to an account of the seminar posted fugitive blogger Raja Petra Kamarudin’s Malaysia Today website.

“I bear witness. The main agenda was the trade issue,” the former PKR Penang chief told The Malaysian Insider today in a text message.

“Questions on Anwar trial, Allah issue and caning of three Muslim women were raised but the minister handled it well by emphasising on the rule of law, which I think was accepted by most of the audience,” added Zahrain, who said he was still in Washington DC

A panel of three were billed to speak but only Minister in the Prime Minister’s Department, Datuk Seri Nazri Aziz showed up. Attorney General Tan Sri Abdul Gani Patail and former Chief Justice Tun Abdul Hamid Mohamad failed to make the event.

The DAP’s Lim Kit Siang yesterday slammed the closed-door seminar as a waste of public funds to influence public opinion in the US over issues like Datuk Seri Anwar Ibrahim’s sodomy prosecution.

Lim also claimed that the crowd at the seminar was dismal, saying “one account put it as about 40 people”.

“Has the Malaysian government achieved its purpose in the CSIS seminar, in convincing Washington opinion about the justice, propriety and justification for the Anwar Ibrahim Sodomy II prosecution and persecution?” the DAP parliamentary opposition leader quizzed.

“From all accounts, the answer must be an unequivocal ‘No’. The ‘strangest’ cloak-and-dagger CSIS seminar in Washington is not a coup for the new Malaysian ambassador to Washington, Jamaluddin Jarjis but a major blot on his record book,” Lim added.

“I agree with the former United States Ambassador to Malaysia, John R Mallot, who had described the seminar as the ‘strangest’ he had attended in Washington DC.

“The last-minute conversion of the CSIS seminar into an ‘off-the-record’ session gave it a cloak-and-dagger character that what Nazri said in his speech and Q & A cannot stand public and international scrutiny. Mallot said that it was ‘unusual’ for the session to be off-the-record, which is ‘very rare for a Washington think-tank’,” said the Ipoh-Timur MP.

CSIS had earlier sent out invitations to the media and said the seminar would be on-the-record and open for coverage but changed its stand at the last minute.

Nazri’s speech and the subsequent question-and-answer session were also cut short.

Among other federal lawmakers who had attended the talk were Wee Choo Keong (PKR-Wangsa Maju) and Datuk Tajuddin Abdul Rahman (Umno-Pasir Salak) but they did not reply when contacted by The Malaysian Insider.

PAS yakin tidak akan mengulangi kesilapan dalam pilihan raya umum sebelum ini yang menyebabkan hilang penguasaan di Terengganu, kata setiausaha agungnya.

Menyifatkan pengurusan pilihan raya oleh Suruhanjaya Pilihan Raya (SPR) pada masa itu “luar daripada etika dan norma politik biasa”, Datuk Mustafa Ali yakin penguasaan BN sukar dikekalkan lagi dalam pilihan raya umum yang akan datang.


“(Apa yang berlaku pada 2004) ini di luar jangkaan kita. Kita tidak jangkakan begini permainan BN. Saya sebut, Kementerian Dalam Negeri (KDN) pada waktu itu dengan kerjasama SPR (terlibat).

“Kita ada bukti orang tertentu bertanggungjawab. Berdasarkan undi biasa kita tidak (akan) kalah lagi,” katanya yang juga veteran PAS Terenggnu.

Mustafa diminta mengulas kegagalan PAS di negeri itu dalam dua pilihan raya umum berturut-turut ketika beliau memegang jawatan sebagai pengarah pilihan raya parti.

Kekalahan PAS negeri itu dalam keadaan Pakatan Rakyat menang besar pada Mac 2008 membentuk persepsi berhubung kewibawaan pemimpinnya daripada negeri itu, yang kebetulan memegang banyak kedudukan strategik dalam parti.

Dalam wawancara eksklusif dengan Malaysiakini baru-baru ini, Mustafa berkata, berdasarkan perubahan sokongan dan pertambahan pengundi secara 'biasa', mustahil BN dapat merampas negeri itu daripada penguasaan PAS.


Mustafa berkata, pada tahun tersebut, pertambahan jumlah pengundi terbanyak berlaku di Terengganu sehingga 15 peratus berbanding negeri jirannya Kelantan - yang juga dikuasai PAS - dengan hanya 4 peratus.

“Tumpuannya pada 2004 itu, Terengganu mesti dijatuhkan walau apa halangan sekali pun. Tumpuan pun tidak dibuat di Kelantan seperti itu,” katanya.

Bagaimanapun melihat perkembangan semasa dalam menghadapi pilihan raya umum akan datang, Mustafa berpendapat:

“Tetapi sekarang ini mereka kena tumpu pada banyak negeri. Jadi kita lebih yakin hadapi pilihan raya yang akan datang dengan lebih baik.”

Mustafa juga berkata, pengurusan pilihan raya seperti urusan pendaftaran yang dijalan di pejabat pos - yang didakwa banyak kelemahan - tidak boleh lagi dilakukan pada masa depan.

Katanya, suasana politik di Kelantan tidak boleh dibandingkan dengan negeri jirannya itu kerana negeri itu telah diperintah hampir 20 tahun.

“Sebahagian besarnya sudah sebati dengan PAS. Walaupun kita jatuh pada (pilihan raya ) 1978 bila pulih, rakyat sokong balik,” kata Mustafa.

KUALA LUMPUR, Feb 25 — Tan Sri Muhyiddin Yassin has questioned Tengku Razaleigh Hamzah’s loyalty to Umno and accused the Kelantan prince of trying to confuse the public over the oil royalty dispute.

He also defended the federal government’s refusal to pay oil royalty claimed by Kelantan, saying that it was in “accordance with law.”

“I know of the move taken by Tengku Razaleigh and some opposition leaders to make people believe what is not legally right. I think that is not the proper way to do it. This is not political but the constitutional and legal way of whatever Act enacted by Parliament,” the deputy prime minister told reporters today.

Muhyiddin (picture) also questioned the Umno veteran’s loyalty to the party.

“We are studying the situation. As everybody is aware of the statements and actions that he (Tengku Razaleigh) has taken. Even though they are his personal opinion but it is not in line with the decision made by the government and party leadership. So we must look at what will happen next and maybe he will realise in the end. This is not a question about bringing hardship to the people of Kelantan or anybody. We have given explanations based on facts.

“I have been informed that he has met the prime minister but what I do not understand is why he is still continuing with his actions. As if he is the only one fighting for the people of Kelantan and that we are not considerate. Actually leaders from Barisan Nasional have given explanations and will continue to do so,” he said.

Muhyiddin said that educated professionals from Kelantan understood the government’s position.

“Many of the people from Kelantan are lawyers and professionals and can analyse the matter. I have heard statements from the people of Kelantan, especially academicians and those with certificates, saying that the actions taken by the government do not go against the law,” he said.

He argued that the allocation of compassionate payments instead of oil royalties was in accordance with the law.

“The term is not royalty and that has been explained by the government and also through the advertisements for the general public’s knowledge which was well received. I think what we have done (in giving compassionate payment) is in accordance with the law.

“Since Kelantan requested for some help then we considered and agreed to give them compassionate payment. So this is all according to the Petroleum Development Act and whatever interpretation has been well explained by the adverts that we have put in,” he said.

The federal government had over the weekend taken out advertisements in Berita Minggu, Mingguan Malaysia and Sinar Harian, listing eight reasons to deny Kelantan its claim for oil royalties.

But Tengku Razaleigh and Pakatan Rakyat (PR) have been campaigning hard to force the federal government to pay oil royalties claimed by the state.

Tengku Razaleigh, who is Petronas founder, had earlier this week rubbished attempts by the federal government to explain, through newspaper advertisements, its refusal to pay the Kelantan government oil royalties.

“The advertisement fails to point out that almost all the oil found in Malaysia is located more than three nautical miles offshore, and Petronas has nevertheless been making oil payments to the states,” said the Gua Musang MP.

The federal government’s main argument is that oil and gas are extracted from waters that are beyond the three-nautical mile limit prescribed as territorial waters under Malaysia’s Emergency Ordinance (Essential Powers) No. 7 1969.

“By the argument deployed in the advertisement, Terengganu, Sabah and Sarawak too are not entitled to the ‘cash payments’ of 5 per cent of profit from oil,” said Tengku Razaleigh earlier this week.

“The argument for depriving Kelantan of 5 per cent cash payments on the basis of its petroleum resources being found beyond three nautical miles is an insult to the intelligence,” he added.

The Gua Musang Umno chief said that the implication of the argument is that Terengganu has no right to receive the cash payment which was reinstated early last year.

It was a strange scene at the Center for Strategic and International Studies (CSIS) in Washington on Wednesday morning. When the seminar on Governance & Rule of Law in Malaysia began, only one of the speakers came into the room, Nazri Abdul Aziz.

Attorney-General Gani Patail and former Chief Justice Abdul Hamid Mohamed were somehow nowhere to be seen.

And in good Malaysian fashion, the seminar started 10 minutes late.

The seminar's chairman, Ernest Bower, looked tired and nervous, saying that he had received a number of e-mails expressing concern that the seminar would not be balanced. He said that he wants a dialogue on important issues. Therefore he also has invited the opposition to speak at CSIS. He hopes they will accept.

Ernest Bower then shocked the audience of about 40 people by saying that the session was 'off the record'. The flyer announcing the seminar never said it was an off the record session.

It doesn't matter though. The session was so boring there is very little to report anyway.

Malaysian Ambassador to the US, Jamaluddin Jarjis a.k.a. JJ, spoke for two minutes. He just said that he is working very hard to improve relations with the US (whenever he happens to be in town, that is). He made no mention, though, whether the new US$150,000 Porsche he just bought is paid for by the Malaysian taxpayers or by him personally.

Nazri said that it was just a coincidence that he, Gani and Abdul Hamid happen to be in Washington at the same time. (Sure. If you believe that then I have half a bridge to Singapore to sell you.) He said he didn't know where the two missing persons were.

He then introduced the "four members of my delegation," all MPs. (Talk about wasting the taxpayers’ money!) Two of them were PKR turncoats, including the infamous Zahrin Mohamed Hashim.

In a tribute to Malaysia Today, Nazri held up an Internet printout and referred to Martin Jalleh's article, Malaysian Circus goes to Washington. He claimed that he had been planning the trip to Washington for nine months because he and the PM believe it is important to strengthen ties with the US.

Nazri then started his formal speech and spoke for 30 minutes. It was a very academic and therefore a very boring speech. There was no real substance to it and the audience quickly grew bored. Even JJ got so bored as he sat next to Nazri on the podium.

But what shocked the audience was to watch JJ's antics at such an "important meeting" at such a "prestigious think tank."

The whole while Nazri was speaking, JJ was sending and receiving messages on his Blackberry and mobile phone. He never turned off the ringer. When he tapped out a message, one could hear the "click, click, click" of the keys. He even called his aide up to the podium twice to have conversations. He also got up and left the room and then came back.

And here is a first for Washington.

Then, as Nazri was still speaking, JJ picked up the Washington Post and started to read it -- not once, but twice.
Nazri went on and on, quoting Malaysia's many laws banning corruption. But of course he never said that they apply only to the opposition and not to UMNO politicians or taxi permit holders (nudge, nudge, wink, wink).

Finally, he stopped speaking and said he would welcome tough questions. He got one right from the start from Kumar, the head of Amnesty International's Washington DC office.

Kumar said Nazri and JJ had both just said that they want to improve relations with the United States. But that will never happen as long as people in Washington have concerns about Malaysia's harassment of the opposition and Anwar's trial.

Referring to the Malaysia Today article, Kumar said if there's a Malaysian circus, it's Anwar's trial.

Nazri replied, "Anwar is a friend of mine." (With friends like Nazri, who needs enemies?). Nazri said he underwent his legal training in the UK and claimed that if he ever sensed that the Prime Minister was interfering in the case and there is political interference in Malaysia's independent judiciary, he would tender his resignation.

He added, "When we heard about Saiful's charges against Anwar, I thought it was unfortunate. For the sake of the country, we don't want the nation to endure a trial like this again. But Saiful is entitled to justice. Why talk about rule of law if you ignore his report? He had a right to report to the police. In any event, Anwar's acquittal before shows that our judiciary is independent, and we did not appeal that decision. That shows we are interested only in justice, not political persecution."

Nazri went on. "We do not have an agenda against Anwar. Why would we want to use the same old charge of sodomy, again? If you don't believe me, there is nothing I can do."

JJ clapped.

JJ was the only one who clapped.

Murray Hiebert then stood up to introduce himself as the former Asian Wall Street Journal correspondent in Malaysia (but politely declined to mention his experience with ‘good governance’ and ‘the rule of law’ in Malaysia when he was the guest of a Malaysian prison).

Murray asked about the Allah issue. Nazri turned to the Malaysiakini reporter in the room and told him, “Don't you dare report what I am going to say.”

Nazri looked alive and gave a 20-minute history and language lesson, repeating the usual government line. As Nazri finished his long-winded answer, JJ leaned over to whisper to Ernest Bower, who suddenly jumped up and brought the seminar to a halt. It was still only 11:30am and the seminar was supposed to go until noon.

JJ probably thought an early halt would be wise before they put their foot deeper into the mouth. Or maybe he was really getting bored and just couldn't take it anymore. Or maybe he was hungry.

So JJ led Nazri out of the room and the audience followed.

So much for the so-called ‘dialogue’.

Iraqi doctorate student charged with reckless driving That was the headline. The report goes on to say that Hamood Sheehab Hamid, 45 from Iraq was charged with reckless driving and causing the death of a fellow student of the Universiti Sains Malaysia. The Iraqi is studying for a doctorate in electronics engineering. Okay.

But the killer fact is that no plea was recorded because Hamood could neither understand English nor Bahasa Malaysia.

The baarger is taking a doctorate in electronics engineering and speaks no English or Malay!!! What other language does USM teach in? That, The Star reporter or the editor didn't bother to report. Is that acceptable practise in journalism ah? Maybe that will the subject of tomorrow's edition

PETALING JAYA: Ampang Puteri Umno chief Haslinda Mohd Zerain passed away after suffering a heart attack at 11.45am Wednesday. She was 36.

She is expected to be buried at a Muslim cemetery near Masjid Riduan Ulu Kelang after Asar prayers today, reported mStar.

Haslinda had contested for a Puteri Umno vice-president’s post in the 2009 party elections but was defeated by Shahanim Mohamad Yusoff.

She had also contested for the Bukit Antarabangsa state assembly seat in 2008 garnering 10,350 votes which was not enough to beat Parti Keadilan Rakyat vice-president Azmin Ali who had garnered 11, 731 votes.

The last post Haslinda held was as a Puteri exco member.

Misi halau hantu...

Hari Sabtu lepas...satu group ustaz dari Darussalam yang diketuai oleh Ustaz Hadi Talha telah berusaha membersihkan Sekolah Men. Keb. Bukit Indah dari gangguan makhluk halus. Ini gara-gara kejadian histeria menyerang pelajar-pelajar sekolah tersebut.

2 minggu terakhir yang lepas keadaan bertambah parah dan pihak Masjid Bukit Indah telah mengambil inisiatif untuk membantu pihak sekolah untuk memulihkan keadaan seperti biasa.

Maka kaedah Perubatan Islam telah digunakan. Alhamdulillah, feedback yang diperolehi nampaknya positif. Mudah-mudahan semuanya ok dan akhlak pelajar harap-harap bertambah baik.

Khalid forms committee to assess S'gor Islamic bans

SHAH ALAM, Feb 23: PAS MP for Shah Alam Khalid Samad will spearhead a working committee to look into updating certain aspects of the Selangor Non-Islamic Religion Enactment 1988 (Control of Propagation Amongst Muslims), in particular, the existing bans against non-Muslims from using certain words such as Allah.

“I have met with Mentri Besar Khalid Ibrahim and we have agreed that I will establish the committee to do the groundwork and research before submitting a proposal to the state government,” Khalid told Harakahdaily.

“The Mentri Besar is very supportive and has asked to be kept updated at every stage so that when the Sultan asks for clarification, they will be able to address his queries. To make sure everything is transparent, I will also submit copies to the Sultan, the MB and the state religious authority.”

Khalid plans to rope in the best Islamic minds for his committee, including the renowned Dr Asri Zainul Abdin, the former mufti of Perlis.

Islam was never meant to be unfriendly

The Enactment review issue blew to the forefront during the height of last month's row over the use of the word Allah by non-Muslims.

Khalid and his PAS party have said the word Allah could be used by non-Muslims to describe God provided there were guidelines to ensure there was no abuse or misuse.

However, in a move widely regarded as a political ploy to rally the Malay electorate, Prime Minister Najib Razak and his Umno party have insisted that Allah was for Muslims only.

The row that broke out escalated into a spate of attacks against places of worship throughout the country. More than a dozen churches were either torched or vandalized, while stones were hurled at a 100-year old Sikh temple and boar heads flung into the compounds of two mosques.

Amidst this background, Khalid had urged for a review of the Selangor Enactment, which not only bans non-Muslims from using Allah but other words as well. Ten of Malaysia’s 13 states including Selangor have banned non-Muslims from using up to 35 Arabic terms including the word ‘Allah’, ‘solat’ or prayers and even ‘masjid’ or mosque.

Those found guilty of using such terms can be fined up to RM3,000 or jailed for up to two years, or both.

“As a follower of Islam, I do not find this acceptable. It makes our religion seem so unfriendly and so segregated from the rest of mankind. This is why I spoke up,” said Khalid, who is known for his courage of conviction and devotion to the Islamic cause.

“And when I met the Sultan over a letter I had written to him earlier on a totally different matter, which was the development of Shah Alam, he was interested to know what sort of Enactment review I had in mind. Hence, this working committee to look into the matter in depth and taking into account the views of all stakeholders,

Changes also sought over tauliah, head of JAIS

Apart from proposing changes to the Enactment, Khalid’s working committee will also review the tauliah or credentials currently needed to undertake dakwah or missionary work in Selangor. It will submit the findings of its study to the state government as well.

One of the most notable cases has been the charges pressed against Dr Asri by JAIS, the Selangor religious authority, for preaching or giving religious talks in the state without accreditation.

Khalid has also called for the head of JAIS to be someone with a religious background, so as to ensure that the state enjoyed the highest quality of Islamic propagation and administration.

“Currently, the head of JAIS is just a political appointee of the federal government, in other words Umno. This must change. We do not want a continuing situation whereby the head of JAIS can catch and victimize all the PAS ustaz because of political motivation and affiliation,” Khalid said.

There have been many epithets used to describe Khalid, one of a small but growing group of PAS leaders with a national profile. He is not only popular with his constituents but also well-respected for his unflinching bravery in going after causes dear to him.

However, that has also earned him the envy and hate of some of his colleagues, such as PKR MP for Kulim Bandar Baharu Zulkifli Noordin.

Zulkifli, who lodged a police report against Khalid over the Allah debate, will face disciplinary action from the PKR board on March 1. Many have called for his sacking from the Pakatan for asking the police to investigate Khalid under the country's oppressive Sedition laws.

"I don't seek fame or notoriety. My purpose in getting into politics is rooted in my belief in Islam. You see, God doesn't need anything from us. He created mankind so he doesn't need us to service him. What we do to honour Him is to serve mankind, and through serving people, we serve Him," Khalid said, refusing to make any comment on Zulkifli.

Kit Siang claims Tun Razak’s oil royalty pledge ignored

KUALA LUMPUR, Feb 23 — DAP’s Lim Kit Siang accused the Najib administration today of ignoring the promise made 35 years ago by former Prime Minister Tun Abdul Razak Hussein in denying oil royalty payments to Kelantan.

“The full-page advertisements contain an important omission — the reply 35 years ago in Parliament by the then Prime Minister, Tun Razak to my question whether all states in Peninsular Malaysia, Sarawak and Sabah had signed agreements with Petronas for oil exploration along the coastline and what were the joint profits for the state,” said Lim in a statement today.

The DAP man was referring to advertisements placed in Bahasa Malaysia newspapers to justify the federal government’s refusal to pay oil royalty to Kelantan.

Quoting the Hansard dated Nov 12, 1975, Lim said Tun Razak had promised that all states “will receive five per cent of the value of petroleum found and extracted from each of the states, whether onshore or offshore, that is sold by Petronas or agencies or contractors.”

“Since I resurrected in Parliament in November last year Tun Razak’s categorical undertaking in Parliament 35 years ago on the five per cent oil royalty rights of the states, Cabinet Ministers had conspicuously avoided the subject — just like the full-page federal government advertisement explanations on Sunday,” said Lim.

Lim also challenged Prime Minister Datuk Seri Najib Razak to honour the promise made by his father and not to defend Tun Dr Mahathir Mohamad’s mistake of revoking the oil royalty payment for Terengganu in the year 2000.

“Is Datuk Seri Najib Razak, the sixth Prime Minister, the son of Razak the second Prime Minister or the heir of Tun Mahathir, the fourth Prime Minister on the oil royalty controversy?” asked Lim.

“Najib should demonstrate that he is Razak’s son and not Mahathir’s heir on this issue to restore justice to the states, whose fundamental state rights have suffered insidious erosion in the past few decades,” he added.

The Information, Communication and Culture Ministry took out full-page advertisements in Malay-language newspapers on Sunday, listing eight questions and answers to rebut Petronas founder Tengku Razaleigh Hamzah’s argument that Kelantan, as well as other states, are entitled to the five per cent oil royalty under the Petroleum Development Act 1974.

In late January, Tengku Razaleigh had spoken in support of Kelantan’s demand at a rally in Kota Baru. Yesterday he described the advertisements as an insult to the public’s intelligence.

The federal government however has promised a compassionate payment of RM20 million to Kelantan, which is expected to be channelled through Federal development agencies in the state.

Such a payment method was first introduced in the year 2000 during the period of the Mahathir Administration after Terengganu was captured by PAS in Election 1999.

Due to political pressure, the Terengganu government received some RM400 million in oil royalties last year, and is still demanding payment of another RM2.79 billion.

Rais supports call for Anwar to step down as opposition leader

KUALA LUMPUR, Feb 23 — Information Communication and Culture Minister Datuk Seri Dr Rais Yatim supports a call that Datuk Seri Anwar Ibrahim should relinquish the Opposition leader’s post as he is facing a sodomy trial.

Rais said there were precedence as cabinet ministers and senior civil servants resigned when they were charged in court.

“From the rule of law and basic rights considerations, whether one is a member of parliament, a cabinet minister and a civil servant, one should resign.

“A suggestion that Datuk Seri Anwar Ibrahim should do likewise not only fulfil the legal consideration but also the principles behind his struggle as he had been advocating social justice and a civil society,” Rais told reporters after launching the “TMpoint on Wheels”, a Telekom Malaysia mobile counter, here today.

He was commenting on views expressed by a lecturer in Utusan Malaysia that Anwar should relinquish the Opposition leader’s post, which could be filled by either PAS president Datuk Seri Abdul Hadi Awang or DAP adviser Lim Kit Siang as the Parti Keadilan Rakyat de-facto leader would be bogged down by court proceedings.

“I agree with the views. Now that he (Anwar) is in a quandary, I believe he should think and find a way out to diffuse the situation and resign. But it is not easy and it is up to him,” said Rais. — Bernama

KUALA LUMPUR, Feb 22 — Petronas founder Tengku Razaleigh Hamzah today rubbished attempts by the government to explain, through newspaper advertisements, its refusal to pay the Kelantan government oil royalty.

“The advertisement fails to point out that almost all the oil found in Malaysia is located more than three nautical miles offshore, and Petronas has nevertheless been making oil payments to the states,” said the Gua Musang MP in a statement today.

The Information, Communication and Culture Ministry yesterday took out full page advertisements, in Malay weeklies, consisting of a list of eight questions and answers to rebut Razaleigh’s argument that Kelantan, as well as other states, are entitled to the five per cent oil royalty under the Petroleum Development Act 1974.

In late January, Razaleigh had spoken in support of Kelantan’s demand at a rally in Kota Baru. Apart from the advertisement, leaflets discrediting the Kelantanese have also been distributed in the state to counter his arguments.

The federal government’s main argument is that oil and gas are extracted from waters that are beyond the three-nautical mile limit prescribed as territorial waters under Malaysia’s Emergency Ordinance (Essential Powers) No 7 1969.

“By the argument deployed in the advertisement, Terengganu, Sabah and Sarawak too are not entitled to the “cash payments” of 5% of profit from oil,” said Razaleigh.

“The argument for depriving Kelantan of 5 per cent cash payments on the basis of its petroleum resources being found beyond 3 nautical miles is an insult to the intelligence,” he added.

The Gua Musang Umno chief said that the implication of the argument is that Terengganu has no right to receive the cash payment which was reinstated early last year.

The royalty was revoked in 2000 after PAS won control of the Terengganu state government a year earlier.

“All of Terengganu’s oil is found very far offshore. In this matter whatever holds for Kelantan holds for Terengganu and vice versa,” said Razaleigh.

He also claimed that he had never supported the federal government in revoking the Terengganu oil royalty a decade ago.

“In fact, as a BN backbencher at the time I opposed the Federal Government’s intervention to prevent Petronas from making oil payments to Terengganu and the move to channel those funds instead into ‘wang ihsan’,” said Razaleigh.

“Tun Salleh Abbas and I offered ourselves as witnesses to the Terengganu state government in the suit it filed against the federal government to recover those oil payments,” he added referring to the former Lord President.

Razaleigh said the Petroleum Development Act was designed to protect the interest of the poor states as was the intention of former Prime Minister Tun Razak Hussein.

“I traversed the country to sign this agreement with each Chief Minister of each state government. Tun Razak was driven by the nation-building concern that these poorer east coast areas, which are also predominantly Malay areas, should benefit directly from offshore oil, and I drafted the Petroleum Development Act to reflect that concern,” said Razaleigh.

“It is this benefit to the people which Umno Kelantan opposes 34 years after the death of Tun Razak,” he added.

He urged the federal government to set political differences aside and let payment be made to the Kelantan government.

PARTI Keadilan Rakyat (PKR) clearly has problems. No less because of its poor candidate selection process for the 2008 general election.


Even as PKR formalises its union with Pakatan Rakyat (PR) partners DAP and PAS, it finds itself at odds with certain party members whose aspirations may not be in line with PR's politics and personalities. Never has PKR experienced such attacks from within, with rebel parliamentarians openly criticising the party and PR colleagues.

In an exclusive interview with The Nut Graph on 11 Feb 2010 at the party headquarters in Kuala Lumpur, PKR's newly-appointed secretary-general, Saifuddin Nasution Ismail, admits not all problems are caused by rival Barisan Nasional (BN). Indeed, he stresses the need for the line to be drawn so that party discipline will not be jeopardised including in cases like Zulkifli Noordin's.

TNG: As PKR's new secretary-general, what are some challenges you face in party administration?

Saifuddin Nasution: The biggest challenge is dealing with basic things like respecting disciplinary matters. Once you're a registered member, you have to bind yourself with the party's ethics and rules.

You might disagree with certain policies, but you have to learn how to put yourself within the party framework. Outsiders are looking at the party as if we are not firm in tackling disciplinary problems. My challenge is to have a proper plan to educate members to love the party, respect the party constitution and accept the fact that we are part of Pakatan Rakyat. People have given us solid support and have high hopes of us.

From the organisational point of view, we currently have about 400,000 members. We expect to have 700,000 members by the end of the year. This is based on the number of applications —every month we approve about 40,000 to 50,000.

What are the demographics of these new members?

Malay [Malaysians] comprise about 60%, Indian [Malaysians] about 23% and the balance includes Chinese [Malaysians] and those from Sabah and Sarawak. The largest age group of new members is 30 to 45. I'm very relieved when I look at these figures. This is the younger generation and they ensure the future of Keadilan as a multiracial party.

Does PKR face the problem of infiltrators in the party, people sent in to lie low and stir up trouble at the opportune time?

I'm not sure if we have this problem. But we are a big organisation which welcomes everyone.
Irene FernandezPeople like to note that some of our leaders are ex-Umno. People like me, Azmin (Ali), and (Datuk Seri) Anwar (Ibrahim). We also have activists with non-governmental organisation backgrounds like Elizabeth Wong, Tian Chua, R Sivarasa and Irene Fernandez. And we also have former members of Parti Rakyat Malaysia like Dr Syed Husin Ali and Latheefa Koya.

We also have leaders who have never been involved in politics before, like William Leong who was formerly a corporate lawyer. When you bring everyone together with their different worldviews on politics, different sets of values, and different expectations, the challenge is to ensure that only one united voice comes out.

So you can't always blame the BN-controlled media then, clearly some of these problems are PKR's own problems.

I don't deny this. This is part of the struggle and we need to be brave enough to admit it. We have problems that are serious to a certain extent. I worry most about people's perception of the party.

What about alleged favouritism of Zulkifli Noordin by Anwar, which is said to be the reason why PKR is slow in disciplining him?

Zul was in the legal team for Anwar's first sodomy trial in 1999 and they had a close relationship. But now, we're talking about another level of relationship which is in the context of the party.
It may be hard to draw a line between friends and party relationship. Perhaps Anwar might be having some difficulty in imposing certain things on Zul because of their past working relationship, and the sacrifices Zul might have made for Anwar as part of his defence team.

But to me that is a separate thing altogether. I would like to differentiate between Zul and Anwar as friends, and Zul as PKR MP with Anwar as Ketua Umum of PKR. We have to draw the line. Otherwise, there is the risk of people taking advantage of having close relationships with the top leaders and then trying to make use of those relationships. It puts the party in a very difficult situation. It's very unfair to the 400,000 party members.

Zul is a very good friend of mine. As secretary-general, I had to write formally to him. I've known him for the last 10 years but that doesn't mean when the party decided to refer him to the disciplinary board that I don't write the letter to him. I have to draw the line so that I can fulfil my responsibilities. I also texted him; I said if you have any love for the party, please, control yourself and stop attacking the party.

But he's still talking despite the gag order.

Exactly. We have to proceed with the due process.

Zulkifli says his presence in PKR is a benefit because he brings in Malay Muslim support. Could that be why he continues to be defiant?

It's normal for some people to think that way. That because of people like them, they can get support for the party. I think that's too good to be true. I have a lot of reservations about that kind of statement.

Also with statements like, if they don't allow me to talk about the interest of Malay [Malaysians] and Muslims, then PKR is not the platform for me. As if PKR is not fighting for the interest of Malay [Malaysians] and Muslims.

That is totally wrong. If you study the 17 points of PKR's policy, we've stated clearly our stand on the position of Islam and the Malay rulers, on Bahasa Malaysia and the Malay special position. So how could you claim that you alone are the only one fighting for these things? That kind of statement is not fair to other party leaders.

'Rosmah's statements (about Najib) hardly paint a flattering picture for someone who is trying very hard to portray himself as a caring and sensitive PM of the people.'

implicating Najib Razak in Altantuya's death, and next thing we hear is that his family is threatened and he has to leave the country?If they truly want to clear their names, Najib and Rosmah Mansor should have allowed themselves to be fully investigated by the authorities - rather than changing the prosecution team at the last second, resulting in a clearly botched and poor investigations.

Changeagent: Rosmah's statements like 'I like to have friends unlike Datuk Najib', 'if he is angry, there is no forgiveness for you', and 'if he stomped his feet, I will shudder' hardly paint a flattering picture for someone who is trying very hard to portray himself as a caring and sensitive PM of the people.

If anything, it strongly suggests that Najib puts up a public persona which is different to his own real personality.

Jonathan Willie: "If he is angry, there is no forgiveness for you." Goes to show you how some leaders lead by example. Others lead by fear.

The Atheist: 'Rosmah said although Najib was a man of not many words, he should not be underestimated.' Najib, you can stomp your feet till the cows come home, but Rosmah will still be in her Seventh Heaven shopping for her never-ending branded shoes, handbags, etc.

If however Rosmah stomps her feet, then it's a totally different matter. The household will tremble and Najib will probably get into foetal position for self-preservation.

But then, such is the power of women, especially this
Boadicea of a woman.

Robby Lim: Rosmah Mansor seems a good wife. Women of all walks must be like Rosmah and take care of their husband so as not to do anything to stress him out. Congratulation, Rosmah!

However, my advice to Rosmah is - relinquish all your appointments and be a woman to Najib Abdul Razak, our beloved prime minister. Support him closely. Show the public that you are a good housewife, the First Lady, a friend, a companion and good citizen to not only Najib but all Malaysians from all walks of life.

Don't engage in business. Otherwise, you will be branded as one who uses Najib and Umno in order to make money, as (Najib's brother)

I am sure you are aware that in a constitutional monarchy and parliamentary democracy, the prime minister's official spouse is never formally or informally addressed as 'the First Lady' as that formal role reference is always reserved specifically to address the formal official spouse of the Malaysian who acts in the role of the nation's formal head of state, and that Malaysian as you well know is the current Yang Di Pertuan Agong (YDPA).

So it is always the incumbent YDPA's consort, the Raja Permaisuri Agong, who is the one and only official formal First Lady.

Lusiapa: Why can't this woman behave like her predecessors who, in their time, conducted their public role with dignity and grace befitting the spouse of the head of government?

In a short space of less than a year, instead of endearing herself to the nation, she has made herself among the most hated woman around. Her obsession for publicity and attention as well as her unrestrained extravagance and arrogance rightly deserve the wrath of the people.

The nation is not interested in what she or her husband does within the confines of their home. Those trivial disclosures mentioned in the above article are not going to redeem their already un-redeemable public image, that's for sure.

Artchan: Najib is as hen-pecked as he can be. How else can you explain her following him on every imaginable trip? I know some wives follow their husbands on business trips to keep watch on their nocturnal activities. But hell, no, I cannot imagine our beloved PM would do such a thing.

Akmal Ariffin: Some of the comments given in Malaysiakini are truly the work of intelligent Malaysians as they are so witty and quite funny (including mine). However, this article looks like a shooting gallery for commentators.

Alhamdulillah...PAS dah mula melebarkan sayap ke Sarawak (dan Sabah)....

PM leads by example in making regular trips to Sabah and Sarawak

Ini yang buat teman bengang ni....banyak kali dah teman sarankan PAS supaya kuatkan jentera parti di kedua2 buah negeri itu. Nampaknya tak ada usaha2 yang benar2 serius dari PAS Pusat. Kalau adapun cuma Berdakwah satu Kepuasan dan Islam berpotensi besar di Sabah yang diusahakan oleh Ustaz Nasruddin Tontowi. Tolonglah. Jangan banyak sangat buat press statement tapi pergilah buat kerja.

Aturkan satu masterplan untuk bertapak kalau tidakpun menguasai dua negeri yang menyumbangkan 25% kerusi di Parlimen. Kalau tidak kita cuma boleh berangan sajalah. Teman suka bebeno kalu Ustaz Nasharuddin Mat Isa sendiri mengetuai misi ini. Nampaklah ke'siyes'an (meminjam kata2 AT) PAS nak memerintah Malaysia...

Alhamdulillah, mamak Penang sudi untuk mereka dipanggil ‘orang melayu’ - DR. Maza

Melayu Dan Mamak Penang

Isu perarakan maulid di Pulau Pinang menjadi kecoh. Ramai wartawan menghubungi saya bertanya tentang hukum perarakan maulid Nabi s.a.w itu. Ia sangat menarik. Sejak sekian lama orang Melayu berarak barangkali mereka terlupa bertanya asal-usul perarakan tersebut.

Banyak isu-isu yang akhir ini menjadi universiti terbuka untuk rakyat. Ya, seperti mana yang kita tahu bahawa sejarahwan Islam sepakat baginda Nabi s.a.w lahir pada Hari Isnin, cumanya mereka berbeza pendapat tentang tarikh lahir baginda s.a.w. Kita biasanya mendengar disebut pada tarikh 12 Rabi’ul Awwal. Namun ramai pengkaji yang menyatakan bahawa tarikh sebenar maulid baginda ialah pada 9 Rabi’ul Awwal.

Antara yang berpegang dengan tarikh ini al-Syeikh Safiyy al-Rahman al-Muabarakfuri iaitu penulis kitab Sirah terkenal Rahiq al-Makhtum. Di samping di sana ada beberapa tarikh lain yang disebut oleh pengkaji sejarah yang lain. Kegagalan untuk memberikan tarikh yang disepakati itu antaranya berpunca dari para sahabah, tabi’in dan tabi al-tabi’in atau disebut generasi salafus soleh tidak merayakan Maulid Nabi s.a.w.

Al-Imam Ibn Kathir (meninggal 774H) mencatatkan bahawa cadangan agar tarikh Maulid Nabi s.a.w dijadikan tarikh kiraan tahun Islam pernah dibuat kepada ‘Umar bin al-Khattab. Namun beliau tidak menerimanya.

Kata seorang pengkaji Sirah yang juga merupakan tokoh politik dan Ahli Parlimen Jordan, Dr Muhammad ‘Abd al-Qadir Abu Faris:

“Pada pendapat kami –Allah lebih mengetahui-, hikmah di sebalik penolakan Umar itu kerana beliau mempelajari dari Rasulullah s.a.w agar kita berbeza dengan Yahudi dan Kristian. Orang Kristian menentukan tarikh berdasarkan kelahiran Nabi Isa bin Maryam a.s. Mereka berlebihan dalam memuji dan membesarkan baginda sehingga sampai ke peringkat ketuhanan. Mereka kata: dia anak Allah, kadangkala “dia Allah” dan dia satu dari yang tiga.

Tujuan ‘Umar itu agar orang Islam tidak terjatuh seperti Kristian dalam berlebihan membesarkan Nabi s.a.w. Rasulullah s.a.w sendiri telah memberi amaran agar tidak berlebih-lebihan dalam memuji baginda. Sabda baginda: “Jangan kamu memujiku berlebihan seperti Kristian berlebihan memuji Isa bin Maryam. Aku hanya seorang hamba Allah. Katakanlah: “Hamba Allah dan rasulNya” (al-Bukhari). Maka Umar tidak menjadikan maulid Nabi s.a.w sebagai permulaan kalendar Islam untuk mengelakkan generasi kemudian menyeleweng” (Abu Faris, al-Hijrah al-Nabawiyyah, m.s 16, Jordan: Dar al-Furqan).

Inilah ulasan Dr Abu Faris dan pendapat ini dikongsi oleh ramai pengkaji yang lain.

Tanpa syak umat Islam berbangga dengan kedatangan Nabi s.a.w. Kelahiran yang membawa kebahagiaan dan rahmat kepada dunia sejagat. Cumanya, dalam proses mengelakkan persamaan di peringkat itu mereka tidak mengadakan sebarang perayaan khas. Bukan bererti mereka tidak menghargai. Sebaliknya generasi Salafussoleh merupakan zaman yang paling menghormati, mengikuti dan menghargai Nabi s.a.w.

Mereka terjemahkan itu semua dalam tindakan dan perbuatan mereka. Mereka mengamalkan sunnah baginda dan menegakkan prinsip-prinsip kebenaran yang ditegakkan oleh baginda. Hakikatnya, mereka merayakan pengutusan Nabi s.a.w sebagai rasul sepanjang hayat mereka. Namun apabila muncul zaman Kerajaan Syiah Fatimiyyah di Mesir, perayaan Maulid Nabi s.a.w secara besar-besaran diadakan. Sebab itu dalam Fatawa al-Azhar diakui bahawa ahli sejarahwan Islam tidak mengetahui sesiapa pun yang memulakan perayaan Maulid Nabi s.a.w melainkan Kerajaan Syi’ah Fatimiyyah di Mesir yang mengadakannya secara besar-besaran. Mereka turut meraikan hari kelahiran tokoh-tokoh Ahlil Bait dan kelahiran Nabi Isa a.s.

Kemudian pada tahun 488H dihentikan oleh Khalifah mereka al-Musta’la billah. Kemudian ia dihidupkan oleh beberapa pemerintah yang lain. Para ulama pula berbeza pendapat tentang hal ini. Ada yang membantah habis-habisan. Ada pula yang mengizinkan dengan bersyarat tidak mengadakan sebarang ibadah baru sempena Maulid, iaitu seperti solat Maulid, atau puasa maulid, atau seumpamanya. Sudah pasti mengingati maulid dengan mempelajari Sirah baginda, berdiskusi mengenainya dan mengingatkan tentang kepentingan menghayati perjuangan baginda, tidaklah salah.

Adapun Kerajaan Fatimiyyah, mereka mempunyai agenda politik yang tersendiri. Mereka ingin berkempen kepada kekuatan aliran syiah mereka. Beberapa pemimpin sunni kemudiannya mengadakannya juga atas berbagai tujuan yang lain. Ia berlangsungan dalam kebanyakan negara sehingga dibawa ke negara kita ini.

Melihat kepada sejarah perayaan maulid, maka jelas bahawa isu perarakan bukan isu pokok dalam ajaran Islam. Ia sangat sampingan. Bahkan perayaan itu sendiri antara amalan yang menimbulkan pro dan kontra sepanjang sejarahnya. Tidak mengadakan maulid tidak menjejaskan sebarang akidah atau amalan Islam. Tentu pasti, tidak berarak maulid tidak memberikan apa-apa kesan kepada kehidupan seorang muslim.

Cumanya, kita agak terkejut mengapa soal Islam dan umatnya cuba diuruskan oleh seorang pemimpin yang bukan Islam. Ini menimbulkan berbagai persoalan. Saya tidak fikir Ketua Menteri Pulau Pinang sampai ke peringkat perbahasan ilmiah seperti yang disebut kebanyakan sarjana tentang amalan maulid ini. Maka, apakah tujuannya? saya tidak jelas.

Namun masalah umat Islam Pulau Pinang lebih besar dari tidak dapat berarak maulid. Tidak berarak maulid bukan masalah. Apa yang menjadi masalah mereka terpinggir dan seakan ada usaha ingin menghalau mereka keluar dari pulau itu sejak sekian lama. Keadaan yang dicipta yang menghimpit kehidupan mereka di pulau tersebut sehingga mereka yang berkerja di situ lari mencari penempatan di Seberang Perai, atau Kulim dan Sungai Petani, Kedah.

Lonjakan harga rumah dan pengkhianatan sesama agama dalam pengurusan tanah dan harta telah bermula sejak sekian lamanya. Sebahagian yang bertempik sakan hari ini kononnya membela melayu Pulau Pinang, tangan mereka juga tidak lebih bersih daripada tangan-tangan kotor yang ada pada hari ini.

Bukan baru, atau setahun dua melayu terpinggir. Sudah lama. Malang sebuah negeri yang pernah dalam satu masa Perdana Menteri dan Ketua Pembangkang berasal darinya, tetapi umat Islam negeri tersebut sedang dihambat oleh suasana, rencana dan pengkhianat ‘orang lain’ dan sesama bangsa.

Sultan Muhammad Jiwa telah menjual Pulau Pinang kepada Inggeris. Di situ segala bermula. Cumanya, disebabkan suasana yang lebih bebas dari kongkongan pemikiran feudal, negeri ini sejak dahulu terkenal dengan melahirkan atau memberi ruang kepada tokoh pemikir dan orang yang petah berbicara.

Saya puji bukan kerana saya orang Pulau Pinang. Semaklah sendiri. Namun ternyata, hambatan kuasa ekonomi lebih kuat dari ketajaman fikiran dan kepetahan lidah. Pemikiran-pemikiran yang baik pun tidak mampu menghadapi kekuatan dan pengkhianatan sesama bangsa atau agama. Bukan perarakan maulid yang menentukan survival ‘melayu Pulau Pinang’. Ya, ‘survival melayu’. Itulah bahasa yang sering mereka gunakan “melayu Pulau Pinang”. Saya antara orang kurang selesa dengan perkataan perkauman yang seperti itu. Sebutlah ‘umat Islam Pulau Pinang’. Dada agama jauh lebih luas dari kesempitan bangsa. Insan boleh menjadi muslim walaupun dia dilahir tidak muslim.

Namun, seorang bukan melayu tidak boleh bertukar menjadi melayu. Isu bangsa sentiasa sempit. Isu Islam sentiasa luas dan memberi rahmat untuk semua. Hakikatnya, yang mengangkat sedikit sebanyak nama orang Islam di Pulau Pinang bukanlah melayu tetapi ‘India Muslim’ Pulau Pinang. ‘Depa panggil mamak’.

Kedai mamak nasi kandar dan kedai emas ‘keling’ (india muslim) yang menyebabkan kita dapat melihat orang Islam berniaga di Pulau Pinang. Bukan tiada peniaga melayu tulen, tetapi tidak begitu banyak. Alhamdulillah, mamak Penang sudi untuk mereka dipanggil ‘orang melayu’. Maka, masih terdengarlah kewujudan melayu Pulau Pinang.
Sudah lama isu bangsa cuba diangkat. Cukuplah wahai melayu semua parti politik. Kekuatan kita ialah Islam. Berjuanglah atas semangat Islam. Ia lebih merangkumi setiap individu dan lebih adil untuk semua insan. Melayu Pulau Pinang tidak akan bangkit sekadar perarakan maulid. Sudah sekian lama kita berarak, apa hasilnya?! Dapat kita beli tanah, lot kedai dan rumah di Pulau Pinang lebih banyak?!

Kembali melihat isu dengan kefahaman Islam yang tulen dan merancang sebagai seorang muslim, bukan sekadar seorang melayu. Orang lain merancang, kita juga mesti merancang. Kita mengharapkan kekuatan semangat Islam dan pertolongan Allah, bukan sekadar semangat bangsa dan keris Hang Tuah.
